Background

In Madagascar, the population growth rate is higher than 3.0%, and while the number of children enrolled in primary education continues to increase, the net enrollment rate dropped to 65% in 1995 due to the aging and destruction of existing facilities and a shortage of teachers. In response, the government formulated the "National Education Improvement Plan" and has been improving the educational environment with donor support, and Japan implemented the "Primary School Construction Plan" in two eastern provinces. Project description

Based on the results of the survey, we constructed minimal facilities (classrooms (343 classrooms in total), principal's office/storage room and latrine) and provided educational equipment for 18 sites in Antananarivo and 40 sites in Majunga, except for two sites where there were problems with the site or the need for expansion. The facilities were arranged in a combination of single-story or two-story standard types depending on the location and site conditions. Improvements were made to the design of the previous project, including the use of reinforced concrete trusses and steel purlins to improve durability, and the removal of the exterior corridor from the single-story classroom building. In addition, two types of openings were designed in consideration of the difference in climatic conditions between the two states.

The project also included a soft component to support the activities of the FAF (school management association), which is expected to act as an actor in the management of the school after the completion of the facility, and to strengthen the operation and maintenance capacity, including the maintenance and management of the school facilities, through the implementation of training and drills for the model school FAF.
