Background

In the Madagascar Action Plan, which defines the national development plan, the government of the Republic of Madagascar has set the goal of achieving self-sufficiency in rice by 2012 from the perspective of poverty reduction and food security, and furthermore to double the current level of rice production. (3) improvement of seeds, and (4) spread of fertilizers. In addition, the government promoted the "Agricultural Mechanization Policy" with the aim of promoting appropriate mechanized agriculture suited to the region and developing and disseminating mainly small farm equipment to revitalize agriculture and farming communities.
The Center for Training in Agricultural Mechanization (Centre de Formation et d'Application du Machinisme Agricole=CFAMA) in Antirabe is the only center in the Republic of Madagascar that specializes in agricultural machinery, and it occupied an important position in the implementation of the agricultural mechanization policy. However, the facilities and equipment required for training were deteriorating, hindering the implementation of training.
Because of this background, the government of the Republic of Madagascar requested Japan to provide grant aid for the construction and renovation of facilities and equipment.
